During his second year of law school, Mr. McCollum became a member of the Howard Law Journal. He subsequently served as Editorial Board Member, Associate Editor, Technical Editor, and Editor in Chief. Mr. McCollum published articles on constitutional law, employment discrimination, and communications law (co-author). Mr. McCollum also contributed in drafting the amicus brief of the National Bar Association, Inc, and the National Association for Equal Opportunity in Higher Education in Boston Fighters Union, Local 718 v. Boston Chapter, NAACP, a Supreme Court case involving Title VII of Civil Rights Act of 1964.

Mr. McCollum has been employed as a Judicial Intern for the Honorable Shellie Bowers, Superior Court of the District of Columbia (Summer 1981), a Research Assistant for Associate Dean Warner Lawson, Jr. (1981-1982), a Law Clerk for the Honorable Lawrence W. Pierce, United States Court of Appeals for the Second Circuit (1983-1984), a Law Clerk for the Honorable John Paul Stevens, Supreme Court of the United States (1984-1985), an Associate for Covington & Burlin, a national law firm (1985-1987), and an Associate Counsel for the Office of Independent Counsel (Iran Contra) (1987-1988). In 1988, Mr. McCollum started the law firm of James E. McCollum, Jr., P.C. (now The McCollum Firm).

In 2002, Mr. McCollum was presented an award as a Finalist for the Trial Lawyer of the Year by Trial Lawyers for Public Justice.

Mr. McCollum’s professional affiliations include membership in the Supreme Court of the United States, the Bar of the State of Maryland, the Bar of the District of Columbia and the American Bar Association.
